Report to Chapman

Any person may make a report of prohibited conduct regardless of affiliation with the University and regardless of whether or not the person reporting is the person alleged to be the individual impacted by the conduct. A report may be made at any time (including during non-business hours) by using the telephone number, email address, or office mailing address of the contacts listed below.

Anonymous reports can be made through Ethicspoint, here.
EthicsPoint is a confidential internet and telephone-based reporting tool that provides University faculty, staff, and students an anonymous and confidential way to address misconduct in the workplace or classroom. Members of the University community are strongly encouraged to ask questions and raise concerns anonymously via this portal. Anyone expressing such a concern or report is protected from retaliation.

Third Parties
If the Respondent is a third party, the University’s ability to take action may be limited and is determined by the context of the alleged prohibited conduct and the nature of the relationship of the third party to the University. The Title IX Coordinator and/or Director of the Equal Opportunity and Investigations will determine the appropriate manner of resolution, which may include referral to area law enforcement, restriction from access to campus or University activities, or referral to the Title IX Coordinator of the home school of the third party. Although third parties do not have the same standing in the University’s internal process as members of the University community, they may report prohibited conduct to the Director of the Equal Opportunity and Investigations.

Filing a Formal Complaint
This information applies to anyone (students, employees, applicants, and all other members of the University community) wishing to file a formal complaint related to sexual harassment prohibited by Title IX. A formal complaint may be filed by the Complainant in person, by mail, online, or by electronic mail with the Director of the Equal Opportunity or Title IX Coordinator using the contact information listed above. A formal complaint means a document that contains the Complainant’s physical or digital signature, or otherwise indicates that the Complainant is the person filing the formal complaint. A formal complaint shall trigger an investigation except as specified in the applicable policy. The formal complaint should include the date(s) of the alleged incident(s), the name of the Respondent, and should describe the circumstances of the incident(s), where known. Allegations of harassment, discrimination and retaliation do not require a formal complaint to be processed under the Discrimination, Harassment and Retaliation Prevention policy.  Reports of discrimination, harassment and retaliation can be submitted via the online reporting form, here.

Note: As required by the Jeanne Clery Disclosure of Campus Security Policy and Campus Crime Statistics Act (20 USC § 1092(f)), the incidents included in an anonymous report will be reported by Public Safety in its annual report of campus crime statistics, as well as in their weekly crime and communication log. It is important to note that the weekly crime log is published in the Panther Newspaper (as is required by the Clery Act). When circumstances warrant, the Clery Act also requires timely warning to the campus community through crime alert bulletins. These are distributed throughout the campus, sent out via email and posted on the department web site. Depending on the information included in an anonymous report, a timely warning to the campus community about the incident may be appropriate. Additionally, anonymous reports must also be forwarded to a Title IX coordinator for investigation; the coordinator will reference the report in determining the scope of the investigation based on the information contained in it. Depending on the circumstances described in the report, maintaining the anonymity of the reporter may not always be possible.
