Special Event Planning Guidelines

These guidelines assist with planning and implementing special events at Chapman University and should help you determine what kind of permit you may need for your event. They apply to all student, staff, vendors, and outside organization events on campus. The event organizers are responsible for following local and state regulations. If you have any questions not covered in the guidelines below or in the Official Chapman Special Event Guidelines, please contact our office!

The guidelines include the following:

Fire Code Assembly Permit

  •  Required for group gatherings of 50+ people, including civic, social, or recreational events.
  •  Special Event Permits are needed for indoor events with a change of use (e.g., using a gym for a concert).
  • Non-compliance with the Fire Code may result in a $250 fine.

Site Inspection & Event Coordination

  • Site inspection is required before the event.
  • Event organizers must notify food and other vendors about fire safety requirements.
  • Occupancy management: Ensure proper crowd control and maintain clear aisles.
  • Aisles must be at least 60 inches wide; seating rows are limited to 13 seats.
  • Open Flames must be located outside tents, 20 feet away from the tent unless approved by the Fire Marshal.

Fire Extinguisher Requirements

  • 2A:10BC-rated fire extinguisher required for general use.
  • A class K-rated extinguisher is required for cooking with grease or oil.
  • Ensure fire extinguishers are clear of obstructions and in working condition.

Fire Lane & Emergency Access

  •  Fire lanes must remain clear for emergency vehicles.
  • Parking should be managed to keep vehicles off the pavement and allow for emergency access.

Electrical & Wiring Safety

  • No exposed wiring is allowed in public walkways unless properly secured and taped.

Tent & Canopy Requirements

  • Tents larger than 400 sq. ft. require a permit.
  • Heating in tents is prohibited unless approved by the Fire Marshal.
  • Cooking devices (e.g., grills) must be placed outside tents, 20 feet away from tents or public areas.
  • Flame-resistant tents are mandatory.
  • Combustible materials like hay or straw are prohibited inside tents, and combustible waste must be removed daily.

Generators & Equipment

  • Fire extinguisher (2A:10BC rating) required near generators.
  • Generators must be 10 feet away from structures or combustible materials and isolated from the public by a 3-foot barrier.

Fire & Pyrotechnics

  • Pyrotechnic displays require a separate permit from the Fire Prevention Division before the event.
