As a division under Enterprise Risk and Safety, the Department of Emergency Management is dedicated to ensuring the readiness and resilience of our entire university community. Serving a diverse population of 15,000 individuals across two campuses in three cities, our mission is to prepare, protect, and empower our whole community to effectively respond to and recover from large-scale emergencies.

Through comprehensive training programs, interactive workshops, and meticulous planning, we equip our community members with the skills and knowledge necessary to face disasters with confidence. Our continuous collaboration with local, state, and federal agencies strengthens our preparedness, ensuring that Chapman is not only ready for the unexpected but also capable of recovering swiftly.

Josh Hinson serves as a Public Safety Lieutenant and Emergency Manager at Chapman University, where he oversees campus emergency preparedness, public safety operations, and critical incident response planning. With over a decade of experience in law enforcement and emergency management, Lieutenant Hinson is dedicated to fostering a safe, resilient, and prepared campus community.

Prior to joining Chapman, Lieutenant Hinson served as a sworn police officer with a focus on patrol operations and public safety. He was a member of a municipal SWAT team and held numerous special enforcement certifications, bringing extensive experience in tactical response, high-risk deployments, and critical incident management.

At Chapman, he has led the development and delivery of comprehensive safety training programs, including active assailant response, emergency preparedness workshops, and campus-wide drills. He is deeply engaged in community outreach, frequently collaborating with students, faculty, and staff to promote safety awareness and resilience. Lieutenant Hinson also partners regularly with local law enforcement agencies to coordinate joint outreach and educational events, strengthening campus-community relationships.
 
As a father of two college-aged daughters, Lieutenant Hinson approaches campus safety with a deeply personal perspective. He considers the Chapman community an extension of his own family and is committed to ensuring that every student is as safe and prepared as he would want his own children to be. This commitment drives his mission to build a culture of readiness, care, and trust throughout the university.
