Dr. Ronald Steiner oversees the LL.M. program at Chapman University Fowler School of Law. He earned a B.A. from Lafayette College; an M.A. from University of Delaware; a JD (Order of the Coif) from the University of Southern California Law School; and a Ph.D. in Political Science from the University of Minnesota. Dr. Steiner served as a clerk for Judge Ferdinand F. Fernandez of the United States Court of Appeals for the Ninth Circuit, and as an extern for Justice Miriam Vogel of the California Court of Appeal. He worked for several years with the major international law firm of Sidley Austin, handing appellate and law-intensive litigation, including telecommunications regulatory proceedings before the FCC. In addition, he served in 1999 and 2000 as Deputy Counsel on the California Governor’s Blue Ribbon Advisory Panel on Hate Groups. On a recent leave from the Fowler School of Law, he served as a temporary Deputy District Attorney for Orange County, California, handling misdemeanor arraignments, felony preliminary hearings, and a six-day jury trial. His scholarship generally examines the intersections of law and public policy, including his doctoral dissertation, "The Interpretation of Treaties and the Constitution of Native American Identity" (1993). His recent articles on "The Rise and Fall of Miranda Warnings in Popular Culture" and "Policy Oscillations in California’s Law of Premises Liability" have been extensively cited in legal scholarship and commentary. Dr. Steiner also has taught in Chapman University’s Political Science Department and undergraduate Honors Program. He was named Chapman’s Faculty Member of the Year in 2006, and is the winner of a number of other teaching awards. He has taught Criminal Law, Criminal Procedure, Legislation, Private Law as Public Policy, Criminal Law in the Political Process and Introduction to American Law (international LL.M.).
