Devallis Rutledge Adjunct Professor of Law Chapman University School of Law
Devallis Rutledge is Special Counsel to the District Attorney of Los Angeles County, where he advises and assists the District Attorney on matters involving litigation, procedure, legislation and policy. Previously, he served as a prosecutor in the Orange County District Attorney's Office from 1976-2000 in such capacities as Deputy District Attorney, Chief Assistant District Attorney, and Assistant District Attorney. Professor Rutledge is also a former police officer, and has significant experience as a Commissioner and Chairman of the Peace Officer Standards and Training Board. He was engaged in private practice in criminal law and civil litigation with the firm of Manning & Marder, Kass, Ellrod, Ramirez from 2000-2004, where he also handled police liability defense cases. Professor Rutledge has published a dozen books and numerous articles on criminal law and procedure, including such books as: Criminal Investigations and Evidence; The Search and Seizure Handbook; and Criminal Interrogation, Law and Tactics. He has taught in a wide variety of training programs and institutes for police and prosecutors, and at numerous universities. He has submitted appellate briefs and served as an expert witness in many significant state and federal cases, appeared on a wide variety of radio and television programs, and has been quoted in major newspapers and periodicals that include the New York Times, Los Angeles Times, and the Los Angeles Daily Journal. Professor Rutledge is admitted to the State Bar of California, State Bar of Arizona, United States District Court, United States Court of Appeals, Ninth Circuit and the United States Supreme Court. He received his A.B. in Philosophy from the University of California, Los Angeles and his J.D. from Loyola University School of Law, Los Angeles. Professor Rutledge was a First Lieutenant, Infantry in the U.S. Army from 1965-1968. He was awarded two Bronze Stars, two Purple Hearts, and numerous other decorations for combat service in Vietnam.
