General Information

The Office of Research and Sponsored Programs Administration is a unit within the Chancellor's Office.  It exists to provide services that support members of the Chapman University academic community who seek outside funding for research projects. We disseminate information concerning appropriate funding opportunities and offer guidance to the University community on the development and submission of proposals and in the negotiation and finalization of grants and contracts. In addition, we provide assistance in dealing with various administrative issues arising from extramurally funded research. The Office of Research and Sponsored Programs Administration (ORSPA) serves as the official liaison between the University and outside sponsors in order to ensure accountability and adherence to the standards of external funding entities, and to comply with federal and state guidelines, University grants fiscal policies and to ORSPA Policies and Procedures.  It is the central administrative office responsible for submitting proposals and coordinating the acceptance of awards on behalf of the University.

Professors Roxanne Greitz Miller, School of Education and Frank Frisch, Biological Sciences, co-Directors of the STAR Institute, manage a $901K grant from the California Postsecondary Education Commission's (CPEC's) Improving Teacher Quality Program, for a program, entitled Project SMART: Integrating Science, Mathematics, Reading and Technology.


What is a sponsored research activity?

A sponsored research activity is a research, training, instructional, service, or related project supported by external funds that are received by the University on behalf of a member of the University community, and for which the Principal Investigator or Project Director and University are accountable. Such funds are provided as a result of a formal communication with the sponsor, such as a letter, application, or other written proposal signed and submitted by an authorized University official. A sponsored research activity will normally have one or more of the following characteristics:

  • The sponsor has published guidelines, applications, and/or procedures for requesting support;

  • The use of funds awarded is restricted to support for a particular project;

  • The award includes specifications for project performance and/or outcome;

  • The sponsor requires, as a condition of the award, programmatic, technical, and/or financial reports, which are subject to external audit.

If you believe that your idea or project does not share one or more of these characteristics, then perhaps your project might fall into the "gift" category.  In that case you should contact your Dean or the University Advancement Office to determine if it might fit within established School or University priorities.
